Upcoming Deadline: MU First-TimersÂ
Meaningful Use First-Timers:
(Providers who have not yet participated in MU in previous years)
- October 1st, 2016 is the Meaningful Use attestation submission deadline.
- Providers must complete attestation submission before October 1st.
- Providers may report on any consecutive 90 day period prior to Oct 1st.
- ​You may modify your HQM reports to identify your 90 day period use the following cheat sheet.
- TSI Healthcare recommends a June – August reporting period, allowing you to use September to finish preparing and complete your submission.
- Please provide a list of all providers who will be attesting to MU for the first time in 2016 to TSI Healthcare by Wednesday, August 31st.
- Sufficient time is required between the end of your reporting period and attestation.
Finishing the reporting period by the end of August allows providers enough time to obtain updated HQM MU reports and complete the attestation on the CMS website. - The following items must be competed prior to attestation:
- Security & Risk Analysis
- Screenshots (before, during, and after your 90 day reporting period)
- Public Health and registry documentation (before or during first 60 days of reporting)

Potential 90-Day Reporting PeriodÂ
- As part of the “Hospital Outpatient Prospective Payment and Ambulatory Surgical Center Payment System & Quality Reporting Programs” rule, CMS proposed a 90-day reporting period for Modified Stage 2 in 2016.
- September, October, and November should be practice’s target 90-day period (with December as back-up).
- This means that your providers and staff should pay very close attention to MU measures during this 90-day reporting period.
- Important: This change is currently still a proposal. While practice should prepare for a 90-day period, you are expected to continue tracking full-year MU reports until this rule passes into legislation. This way, your providers will still be compliant in case the reporting period does not change.
- This proposed rule also includes some changes to the MU measure specifications. Therefore, the passage of this legislation will most likely impact how HQM calculates measures. Practices should expect their performance rates to change.
- The HQM reports will be updated with the proposed measure specifications if the legislation is passed.
- Tip: To prepare for these changes, practices should aim for all providers to be at least 15% above each measure threshold.

Upcoming: Full-Year QRUR
- CMS will release providers’ 2015 full-year Quality & Resource Use Report (QRUR) for review this Fall. Please keep your eye out for the announcement of their publication.
- The information in these reports  is used o help calculate providers’ 2017 Value Modifier (upward, neutral, or downward payment adjustment.
- In the meantime, please review your 2015 Mid-Year QRUR, which was released earlier this Spring. How to access:
- The 2015 Mid-Year QRUR can be accessed on the CMS Enterprise Portal using an Enterprise Identity Management (EDIM) account with the correct role.
- Additional instructions on how to obtain your Mid-Year QRUR report can be found on the How to Obtain a QRUR web page.
